Bio:

1931-. FDA Commissioner, 1984-89, later Assistant Secretary of the Department of Health and Human Services, and finally, from 1993-96 the Director of the Office of Emergency Preparedness. Thereafter was Prof. Emeritus at Rochester in Microbiology and Immunology. Previously was Professor and, beginning in 1979, the fourth Dean of the School of Medicine, University of Rochester, where he had joined the faculty in 1970. He studied gene exchange among bacteria and was active in the early discussions on recombinant DNA technology in the 1970s.
